Development and implementation of driver rehabilitation and education services for individuals with disabilities in Korea

Introduction / Rationale: The number of individuals with disabilities in South Korea is increasing, along with the demand for independent driving. However, the rate of independent driving remains low due to the lack of a systematic support system for driving evaluation, education, and services.
Objectives: This study aimed to develop a driver rehabilitation and education program for individuals with disabilities and assess its effectiveness through a trial implementation.
Methods / Approach: A pilot program was conducted with 30 participants, including the following steps:

  1. Referral and Consultation: Identifying the need for rehabilitation.
  2. Driving Function Evaluation: Screening and evaluation by an occupational therapist.
  3. On-Road Driving Assessment: Co-assessment by an occupational therapist and a driving instructor.
  4. Report Preparation: Collaborative discussion to assess driving capability and document the results.
  5. Driver Education: Providing tailored education for participants deemed capable of safe driving.

Qualitative interviews were conducted to gather feedback, and pre- and post-surveys were administered.

Results / Practice Implications: Except for three individuals deemed incapable of safe driving, all participants completed the training. Positive feedback was gathered from interviews, and survey results showed increased driving confidence and self-confidence, as well as enhanced community mobility and participation in socioeconomic activities.

Conclusion / Contribution to the occupational therapy profession: This study demonstrated the importance of a standardized driver rehabilitation program and confirmed its potential for implementation. It highlighted the essential role of occupational therapists as key experts in supporting safe driving and promoting independent community mobility.
